Department of Transports

The Department of Transport assists the Municipal Assembly to formulate and implement policies on transport services in accordance with national transport policies and regulatory frameworks. The Department plays a key role in ensuring safe, efficient, and well regulated transport systems within the Municipality.

Core Mandate and Functions

The Department performs the following functions:

  1. Advises the Assembly on all matters relating to transport services within the Municipality.
  2. Prohibits or restricts the movement of general or specified categories of vehicles on designated roads or in specified directions when necessary.
  3. Regulates the use and conduct of public transport vehicles, including approved routes and designated parking places, in accordance with the Driver and Vehicle Licensing Authority Act, 1999 (Act 569) and other relevant regulations.
  4. Provides for the identification and verification of duly licensed vehicles operating within the Municipality.
  5.  Licenses taxis, bicycles, and motorbikes and prescribes the applicable fees to be paid.
  6. Establishes, acquires, and maintains transport services by land or water, including ferry services where applicable.
  7. Maintains records of classified contractors and consultants operating within the transport services industry in the Municipality.
  8. Prepares and submits composite progress reports and annual reports on transport related works and activities in the Municipality.
  9. Assists in the review of road designs prepared by consultants for designated roads within the Municipal jurisdiction.
  10. Establishes, maintains, and regulates lorry parks and parking facilities for motor vehicles and other forms of transport.
