The Department of Health at the Municipal Assembly level operates under the Office of the Municipal Medical Officer of Health. The Department is responsible for coordinating, supervising, and promoting effective healthcare delivery within the Municipality in line with national health policies and standards.

Core Functions of the Department

The Department performs the following key functions:

  1. Advises on the construction, rehabilitation, and upgrading of clinics, health centres, and other health facilities within the Municipality.
  2. Assists in the operation, management, and maintenance of all public health facilities under the jurisdiction of the Regional and District Coordinating Councils.
  3. Supports the implementation of health education, family health, immunization, and nutrition programmes aimed at improving public health outcomes.
  4. Coordinates the activities of health centres, health posts, and community based health workers to ensure efficient and accessible healthcare delivery.
  5. Facilitates the collection, analysis, and management of health data to support evidence based planning and decision making.
  6. Promotes and encourages good health practices, sanitation, and hygiene across communities in the Municipality.
  7. Supports disease prevention, surveillance, and control programmes to reduce the incidence and spread of communicable and non communicable diseases.
  8. Provides professional advice on the management and care of the sick within municipal health institutions.
  9. Assists in the formulation, planning, and implementation of municipal health policies in alignment with national health policies and guidelines issued by the Ministry of Health.
  10. Submits periodic reports to the Municipal Assembly on the implementation of health related policies, programmes, and interventions.
  11. Advises the Municipal Assembly on all health related matters, including disease trends and public health challenges within the Municipality.
  12. Provides advice on the appointment, discipline, posting, and transfer of health personnel; the establishment of District Health Management Committees, Advisory Boards, and Committees for District Hospitals, Polyclinics, and Health Centres; the supervision and control of municipal health institutions; and the collection of health statistics and relevant information.
  13. Advises on the licensing, regulation, and monitoring of private sector medical care service providers operating within the Municipality.
  14. Facilitates and supports mass immunization campaigns, disease screening, and treatment programmes across the Municipality.

Through these functions, the Department of Health works to ensure accessible, quality, and sustainable healthcare services for all residents of the Municipality.
