The Department performs the following functions:

1. Assists in the formulation of municipal policies on trade, industry, and tourism within the framework of national policies and guidelines.

2. Facilitates the effective implementation of approved policies and programmes on trade, industry, and tourism in the Municipality.

3. Advises the Municipal Assembly on matters relating to trade, industry, and commercial development within the Municipality.

4. Assists in the collection, analysis, and dissemination of statistical data and relevant information on trade, industry, and tourism, and collaborates with internal security agencies, Customs, and other institutions to help prevent smuggling.

5. Prepares and submits half yearly reports on trade, industry, and tourism activities to the Municipal Assembly.

6. Assists in sourcing funding and investment support for programmes and projects aimed at promoting trade, industry, and tourism in the Municipality.

7. Facilitates the promotion and development of small scale and cottage industries within the Municipality.

8. Advises on the provision of credit and financial support for micro, small scale, and medium scale enterprises.

9. Assists in the design, development, and implementation of action plans to meet the needs and expectations of organized groups, associations, and cooperatives.

10. Coordinates field extension activities to identify viable projects, collect relevant data, disseminate information, and provide feedback to stakeholders.

11. Assists and facilitates the provision of infrastructure required to accelerate the implementation of policies and execution of programmes on trade and industry, including the development of industrial estates.

12. Supports the establishment and management of rural small scale industries on a commercial and sustainable basis.

13. Promotes the formation of associations, cooperative groups, and other organizations that contribute to the development of small scale industries.

14. Assists in providing business development, entrepreneurship, and trading advisory services to individuals and enterprises.

15. Facilitates the promotion and development of tourism within the Municipality.

16. Assists in the identification, study, and documentation of tourism sites and attractions in the Municipality.

17. Facilitates private sector participation and investment in tourism development.

18. Compiles and maintains a comprehensive register of all trade, industry, and business associations operating within the Municipality.

19. Advises on the prescription of conditions for the operation and management of markets by the private sector.

20. Assists in the regulation and control of markets, including the fixing and collection of stallage rents and tolls.

21. Advises on the licensing and regulation of petrol and gas service stations within the Municipality.

22. Advises the Municipal Assembly on the prohibition, restriction, regulation, and licensing of the manufacture, distillation, sale, transportation, distribution, supply, possession, and consumption of alcoholic beverages, including locally produced drinks.

23. Assists in the control, regulation, inspection, supervision, and licensing of social and entertainment facilities, hotels, rest houses, lodging and eating establishments, and premises where trades, professions, or businesses are carried out.

Through these functions, the Department of Trade, Industry and Tourism supports local economic development, job creation, investment promotion, and sustainable tourism growth in the Municipality.
